“In this context, illegal migrants are defined as persons who have received a negative asylum decision and cannot be returned and do not leave the country on their own will; [they] disappear or are no longer part of the asylum reception center system. In such a case, the foreigner doesn’t have the right to reside in Finland. In this context, the term “undocumented” is a term commonly used but should be avoided.”
